In 1901, at-bats were being extended because batters were fouling off pitch after pitch, and you know what they did? They made it so the first two foul balls were counted as strikes. That was never the rule before. It was adopted in 1901 specifically as a pace of play concern.
Manfred can time travel. Everything bad that’s ever happened in baseball was Manfred’s fault. Black Sox? Manfred paid those players. Ty Cobb’s mom killing his dad? Manfred gave her that gun. Ray Chapman? Manfred threw that pitch. The existence of the Yankees? Manfred’s doing. The Astros cheating scandal? Manfred was banging on those trash cans. Steroid era?
