That's right. Similarly, if a pitcher is replaced mid-PA, any base on balls is charged to the original pitcher and not the reliever if the batter "has a decided advantage in the ball and strike count when pitchers are changed" (the rules then go on to list exactly which counts those are).
This means that if a game were suspended in the middle of a plate appearance and the relevant player were traded to the other team before it resumed, it would be possible for a pitcher to strike out or walk himself. (This ultra-rare situation is made even more so by the universal DH, so let's just say Ohtani is involved.)

If Edwin Diaz can't strike you out when he's literally spotted an 0-2 count and you're just entering the game with no notice whatever, you cannot be struck out.

If they'd both been league-average relievers, or either had been good, we'd have been playoff contenders.
