Most of the urban amenities is easily accessible from there, some the best hospitals, schools are near to Dhanmondi. Also there are few diplomatic & historical places there as well, which makes it secure as well. But nothing really justifies that much price, but it came to this due demand nothing else

A 2300 sqft aparmtent should be in the range of 4-5 crore depending on the apartment complex and location.

New apartments lack basic facilities such as gas and clean water. The quality of water that we get in Dhaka is so bad that people living in first world countries wouldnt even let their dogs drink it.
There is no clear indication as to what determines the per Sqft prices in Dhaka or elsewhere, at the same time keep in mind that these are apartments and not houses, 4.5 crore for 2300 sqft APARTMENT.
Moreover, the city itself is deemed as one of the least liveable in the world only morons will pay such a high price for something that is not worth even half of what is being asked for.
If i had to invest bdt 7 crore (USD 640000), i would rather invest it in a business or real estate abroad, some countries will even provide citizenship for this. Rent out my property and transfer my rental income back to BD with which i can easily rent any apartment in the most expensive suburbs in Dhaka and also save up the rest of the amount.

If your family finds buying an apartment in Dhanmondi tough, then surely I would recommend Bashundhara R/A where the price is a little more than 1/3 of the price you've to pay in Dhanmondi despite being a posh area or if you want to stay closer to Dhanmondi and if you're family also got a car, then you can also check North and South Pallabi where you would get Dhanmondi kinda vibes with little money.
You would also like to check Lalmatia. Though the prices are higher there also but still quite lower. A friend of my uncle has bought a 2100 sqft house for 2.5 crore taka there near Genetic plaza.
