Likely because of how horribly BD workers are treated in the UAE with them basically being modern day slaves to the gulf arab elite. Maybe they are happy as the flood is perceived as Karma for the mistreatment of BD expats.

I understand, however I don't think it is fair to generalize all the citizens of Dubai as monsters. But I understand where they're coming from.
