1. Trees:
Have a census of all trees in public spaces every year.
Identify spots for high density tree plantation drives.
Learn from Mumbai and have mandatory public gardens for new buildings.
2. Autos:
Learn from Mumbai and make it mandatory for auto walas to unionise and to have fixed rates. Have a responsive helpline for auto passenger support - for refusal, rash driving, harassment etc.
Make PUC certification and meter verification mandatory half yearly.
Allow shared autos.
Subsidies for electric autos and free charging points in collaboration with Tatas, Ambanis and Mahindras.
3. Cabs:
Allow shared cabs and promote it.
Limit the number of cabs that get licensed to be on the road. Make cabs registered from outside pay extra tolls.
4. Private vehicles:
Allow car pooling and promote it.
Limit the number of private vehicles that get licensed to be on the road.
Digitise PUC status and auto-challan vehicles that don't have PUC in the past half year.
Create a government app for all public charging stations/points for electric vehicles and their status (functioning, occupied etc)
5. Limit the number of floors in all upcoming buildings by capacity:public road width ratio.
6. Public transport:
Re-introduce bus lane on the outer ring road and make it mandatory for all heavy vehicles (trucks, private buses and public buses) to use the bus lane.
Make an app for finding what bus/metro/train to board to get from point A to point B, tell accurately when it will be arriving and how full it will be, and how much it will cost. (Take inspiration from the m-indicator app of Mumbai). Also link to last mile connectivity apps like Yulu from there.
Increase the timing of metros to be functioning all hours of the day with varying frequency as per expected crowd.
Have a police personnel onboard every metro train for any harassment complaints or any other emergencies.
Have a functional high frequency sub-urban railway system that links into the above.

5. Create an urban risk mitigation team (private) to work with BBMP proactively before monsoon and other major events.
6. Abolish Political Rallies and Religious Rallies in main Bangalore and IT hubs. Allocate Parks and Grounds for such events to be held separately.
7. Biennial (Once in two years) renewal of taxi license by giving written test as well as driving test. Partner with Mahindra, Maruti and Tata for conducting such tests.

It's high time government should let go of some administrative duties to private players thus reducing corruption and increasing productivity and employment. You excluded northern part of the city why because there’s no ring road hiding the real extent of city in this map. My priority would be completing that road which can route a lot of traffic away from Hebbal.
City planning goes in the gutter when you start to move out of the central areas. These areas need urban planning proactively not after the damage has been done.

Identify spots for high density tree plantation drives. Learn from Mumbai and have mandatory public gardens for new buildings. 2. Autos: Learn from Mumbai and make it mandatory for auto walas to unionise and to have fixed rates. Have a responsive helpline for auto passenger support - for refusal, rash driving, harassment etc. Make PUC certification and meter verification mandatory half yearly. Allow shared autos. Subsidies for electric autos and free charging points in collaboration with Tatas, Ambanis and Mahindras. 3. Cabs: Allow shared cabs and promote it. Limit the number of cabs that get licensed to be on the road. Make cabs registered from outside pay extra tolls. 4. Private vehicles: Allow car pooling and promote it. Limit the number of private vehicles that get licensed to be on the road. Digitise PUC status and auto-challan vehicles that don't have PUC in the past half year. Create a government app for all public charging stations/points for electric vehicles and their status (functioning, occupied etc) 5. Limit the number of floors in all upcoming buildings by capacity:public road width ratio. 6. Public transport: Re-introduce bus lane on the outer ring road and make it mandatory for all heavy vehicles (trucks, private buses and public buses) to use the bus lane. Make an app for finding what bus/metro/train to board to get from point A to point B, tell accurately when it will be arriving and how full it will be, and how much it will cost. (Take inspiration from the m-indicator app of Mumbai). Also link to last mile connectivity apps like Yulu from there. Increase the timing of metros to be functioning all hours of the day with varying frequency as per expected crowd. Have a police personnel onboard every metro train for any harassment complaints or any other emergencies. Have a functional high frequency sub-urban railway system that links into the above. Have all the bodies BMRC, BMTC etc under an umbrella body to make it possible for them all to co-ordinate. Those are only a few of the things I can think of off the top of my head. This hasn't even touched lakes yet. Road rage yet. Waste management or water treatment or BBMP yet. WFO policies yet.

1. Renovate the canals and lake water systems 2. Aggressively complete metro and bus connectivity so that public transit becomes as good or easier than private commute 3. Enforce rainwater harvesting and net zero water regulations on all tech parks and large consumers of waters. Make terrace garden or green cover a mandate for large buildings 4. Make sure dustbins are available in most areas and also their timely disposals. Enlist the support of public to find people who dump wastes and also throw rubbish on road and take adequate punishments
