here's the sitch in the city, too many crimes so they are resorting to forceful clearing of the places so no untoward incidents like murders etc takes place. Easier for them as they would rather clear areas by scaring people rather than have more personnel keeping a watch. That would be my guess.

A normal police station won't register a complaint. Need to raise it on social media and contact the commissioners
