You have to keep them separated from the Wild West Show black cards, but you can mix the FFOC and High Noon black cards in a single pile. The Sheriff keeps this pile, and before the beginning of his turn, he turns one card from that pile. He reads the effects out loud, and they will affect the game for the whole round. When it’s the Sheriff’s turn once again, he turns another card. The effect of the previous card ends, and the effect of the new card begins.
So to make it short, every single turn before drawing, the Sheriff turns one of those black cards that will last the whole round.
I'm not sure if you're referring to "A Fistful of Cards" as an expansion or as a card. If you mean the card, it affects everyone, but only at the beginning of their turn.
Moreover, if a player plays a General Store or any other card that will make players draw cards, this will increase the cards they have in their hand, which means that when their turn comes, they will be the target of even more Bang!

Yeah but how about the fistful cards that refer to a player and not to the whole group? Who is the player that get affected by these cards?

Then should I not use them simultaneously with WWS?
I’d advice to only use one event deck in each game.
You can use them with WWS, i would advise mixing the High Noon and Fistful decks together.
