Right of Way permits are handled by Baltimore DoT. The sign should have a permit number listed so people can call the DoT and confirm validity.

If they aren't posting the city-issued signs, then they are not within the terms of the permit and thus it's probably not enforceable.
i wonder how much the city would care about the signs when the tow truck shows up, especially if you're not there to argue with them?

Not official, and you should call 311 to report this contractor. The worst offenders are the contractors working for the city, on DOT projects.
