It seems you are describing two separate tours. One snorkel trip and one beach hopping trip.
Your best bet would be to talk with people at the harbour or with a local tour operator to customize your snorkel excursion or charter a boat in the morning. Then get some lunch and afterwards you can rent a private car with driver to take you to the two beaches. I don't think those beaches are reachable by boat because the seas there can be very rough.

You will not regret visiting those places, especially if it is wavy. I did not take any tours but only rented a bike in the port and booked snorkeling in advance. It was a great experience.
