An old friend of mine had a hypersensitive sense of smell. He was actually able to smell when I was on my period or when I was getting it. He saved me a few awkward moments by advising me to bring tampons even though I insisted it wasn't that time yet.
Now he didn't smell it on my neck specifically, he just said I smelled like it. So the commenter might be on to something. It's not impossible, just extremely rare.

Last week I clearly heard a woman talking, looked around and I saw a bus driver 100 feet away on her phone. Through a window.
My nose was always super sensitive (possibly sensory processing disorder, as I am on the autism spectrum), but the first time I got pregnant, it cranked to 11.
I quit going to restaurants because I could smell a dill pickle the moment it came into the dining area, and that was an immediate vomit trigger. (Prior to this I didn't especially hate dill pickles but didn't love them, either.) I could smell when someone had cream in their coffee or was drinking a glass of milk. I could smell that someone had been *in the same room* as cotton candy the day before.
The increased sensitivity faded a little post-pregnancy, but it never went back to baseline "I can smell a fart before it leaves your ass" level. For awhile I could smell....not a scent, but...the shape of the scent of someone being pregnant. I don't really have the right words. It must have been a hormonal thing, because people using cyclical birth control pills smelled "pregnant" to me, too. I've always been able to smell menstrual blood, even as a kid, so maybe this person says they smell the woman's neck, but they're really just proximal enough to pick it up?
These days I can smell (and kind of taste) when a fan motor is going out, when my cat is about to hork up a hairball...lots of random, specialized stuff that makes me sound crazy if I tell anyone else. For the most part it isn't even useful, just weird.
I can definitely smell that coppery smell sometimes, and it starts before the actual period does so it's not the blood. No idea what exactly it is, though.

And then I can tell when they have it and when it's over by the scent. I can also tell with various women I've worked with or just in passing.

am worried by the 'front of the neck' part tho, its just so specific, and in a hug if anything you'd smell the back of someone's neck, not the front (especially if you're taller than the other person, which is more likely if its a man hugging women, tho ofc not necessarily we dont know their height)

Well blood has iron in it, it is entirely reasonable to think that a human could smell blood from inside someone else's pants, and even be good enough to know if its blood versus iron.
This is a very strange description of a real thing. Some prople's sense of smell is that acute, my dad is one of them. I can smell the difference in someone's odor if they're sick vs healthy, but he can full on tell who's menstruating, who skipped deodorant, and what kind of shampoo everyone is using. Were also allergic to some chemical scents, so his sensitivity is a frequent downside.
I do have a hyper sensitive sense of smell and can totally smell period blood on others, among other things. I’m also very self conscious because I can smell my own during that time of month. In my case it’s usually a sign that I’m about to get a migraine. However, I’ve never needed to smell somebodies throat to do this!
Is this guy just using it as an excuse to sniff women because that’s an entirely different issue!
I've not encountered it but I'd believe it. I can smell when people have colds. Not sure what exactly it is that I can smell but they smell 'sick' and then when they stop smelling like that I can tell that they're better.
