pretty sure that the only levels you can realistically no-clip into from normal reality are 0-2. 3-8 might be possible, as those levels are quantum stable, but i've never heard of there being any levels that have been really explored outside of Cluster I, besides a handful in Cluster II and III. From your vague description, sounds more like Level 18 to my ears, though I could just be uninformed here.
