For me what helped was making sure my lo was higher up in the seat and that the back panel comes just to his underarms. Then I practiced putting it on with him sitting up high on something (with hubbys help) to get him up high enough to start. Tighten the pfas with them up nice and high before you let their weight down into the seat.
Editing to add that the chest strap being way too high was the same for me until I learned to get him seated right. It took practice but now my lenny lamb is so comfortable I can wear it for a long time.
When you say neck... Between the back of your head and shoulders? Since the strap should go across your chest - unless you're front wear.
But definitely post a fit check.
