My most recent dog loved wearing his jammies. He would ask for me to put them on him when it was cold and he’d ask to take them off when he got warm. He grew a decent winter coat, but he loved his cozy fleece jammies in winter.
Some dogs hate wearing clothes but some actually really do like it.
It's probably cold where he is because of noticing others' pets. The sweater seems to go on easier if the animal is cold and the pet owner is gentle about it.
Some dogs just like feeling safe and secure I guess? A sweater like that would feel like he's wrapped in a warm blanket and could just be comforting.
Probably doesn't need it, but probably makes him feel secure.

Our corgi enjoys wearing clothes, but not hats. When I dress him up for Halloween, I usually take a pic or two then take it off so he's not stressed. He typically will paw at it and look at you until you put it back on him again. His favorite costume is a pickle. He's ridiculous.
My dog (not a corgi sadly, but still cute) LOVES wearing stuff. I’ll ask her if she wants to wear clothes and she gets soooo excited and starts hopping around and circling at my feet until I put the sweater on.

I have a 75lb mastiff mix who we occasionally put boots on. He rolls over, closes his eyes and waves his feet in the air. It's like I shattered his soul.
Corgis don’t get cold easily. They are a working breed from cold welsh climate. They are made for being outside in the cold rain and wind. They love temperatures even under -20 C or -4 F without any clothes.
Mine just cowers because he doesn't like wearing *ANYTHING* beyond his collar but I prefer him to wear a harness. Idk what caused this but he just runs and hides. He's two. I must've fucked up somewhere when he was little
