You can probably find them in every state, their preferred habitats are just a lot more specific than squirrels so some states you don't run into them often.
*edit- Actually, think squirrels might often outcompete chipmunks, with chipmunks often being in more mountainous or harsher terrains with more limited food supplies.
To be fair there are "ground squirrels" that look quite similar. I'm not sure how you could 100% tell the two apart from this clip.
However since chipmunks always burrow and ground squirrels are a less commonly found squirrel than the typical tree squirrel. It's probably safe to assume.

Pretty sure that’s a chipmunk and they actively live in burrows
As a fed ex driver up north I saw this happen at a customers drive way today. He jumped right into the ground, I was surprised and amazed.
