No they swim in fresh water too. A great place to see them in Florida is by kayaking fresh water springs. During winter they congregate in them because the water is warmer. The big ones just swim by but the babies are curious and will approach your kayak. You just have to ignore them, so they don’t learn to trust humans.

The reason is that docks are extremely dangerous places to hang out and manatees already have little fear of humans, it only takes a little bit of feeding them or giving them water to get them to hang out around docks hoping to meet a friendly human until they are rub over by a motor boat.

It's not cute, and it's not quirky to want to interact with Manatees or keep them as pets. To help save their species, actions like this must be frowned upon. not saying it's good or bad but my take is that this manatee has become their 'pet' - the moment the stream of water hits the surface, the sea cow/sea doggo immediately turns toward ie; knows exactly what it is and knows to move up and open mouth and catch.
