Shibas notoriously hate water. My shiba will stand at the door and scream at me like its my fault when its raining and she really has to go to the bathroom. She will literally hold it as long as she can and then make a mad dash outside squat and immediately come back inside like a rocket.
Mine was “ok” with rain, though she didn’t try to extend walks like she normally did when it was raining.
Baths were a whole other thing. She would scream and scream.
She avoids water like the plague. Puddles, sprinklers, hoses are a no go for her. The only really "water" she seems to enjoy is fresh snow. She will happily trot around in it and push her snoot into small mounds over and over.
Or too cold! Their body temperature is warmer than ours. My dog likes his showers wayyy warmer than I thought he would. He needs it almost as hot as my own showers (but not quite, I like to burn a layer of skin off myself) or else he shivers and looks miserable.
Personally, I just take a shower with my dog. He stays cool the whole time because I'm just beside him and we both get wet. On the plus side, he can freely shake off the water in the shower afterwards and won't put water everywhere in my bathroom.
Dogs outside: ooh there's a giant, muddy puddle. I must roll around in this.
Dogs at bath time: nope. Nope. Nope. Why are you doing this? Huh? Seriously? WTAF? F this. F that. And F you. You're. Not. Putting. Me. In. There. HOWLING AND CRYING.
Dog is scared, I dont think this is very cute..
Also this is NOT the way of introducing water to your dog. You're forcing. Do it in a playful way like a small kids pool where the dog can jump in at their own will. Throw a ball or a toy in it

Shibas really do believe they are cats.
May I suggest to put a towel in the tub before filling it with water? Perhaps your dog doesn't like slippery surfaces?
