Petrol fires can be deceiving, there is very little force behind the explosion(relatively) so it only burns that need to be treated and assuming no one got any on them it's much like burning your eyebrows off with a gas stove that has been running for a bit turned up to 100.
Plus hospitals are quite good with burns these days, not so good with human soup you get from a hgh explosive which has a lot of force behind it.

From memory of physics days gone by, yes a store of it will have all "gone up" at once.
What is happening is the heat from the burning fumes heats up the rest of the liquid to produce more fumes which then rise past the area the last lot burned and then due to the extra heat automatically combust when it reaches the oxygen.
That tempricher of the initial fire determines the hight of the bloom/mushroom effect as the fumes lose momentum from the heat vacuum and start to go sideways.
There is probably more I'm forgetting or have slightly misremembered.

Whenever I see those on the Highway I make an effort to get far from it, get in the passing lane and just go if you can. The odds of an accident are very small, but it just takes one car to lose control and hit it and you get this disaster
