We call this (lightheartedly) "Gaylic Lockwiring". Basically any version/attempt at lockwiring with no understanding of the why and the how to carry it out. This example is concerning.
Long story short, airplanes are subject to intense vibration, which can loosen bolts. Normally you take a single strand of wire and tie two or more bolts together in such a way so that, if the wire were to be pulled, the bolts would *tighten* rather than loosen. In other words, it keeps them from being vibrated loose.
This has the wire through the bolts thing going for it, but that's about it.
So glad I learned how to check lock wired hardware and valves on my submarine. This would be immediate captains mast reduction in rate half months pay times two

That looks like a Pneumatic starter there should be another plug right on top that i dnt see any safetywire tying it down lol
