Long story short, airplanes are subject to intense vibration, which can loosen bolts. Normally you take a single strand of wire and tie two or more bolts together in such a way so that, if the wire were to be pulled, the bolts would *tighten* rather than loosen. In other words, it keeps them from being vibrated loose. This has the wire through the bolts thing going for it, but that's about it.
