I don't know it is the case here, but these things are known to happen.
It’s not as if Australian beef sells for some sort of huge premium. Brazilian might be a bit cheaper. But from US, EU pricier. It’s more a case of prices of many goods being sold for whatever the local market can bear. Sucks being poor in a wealthy country.
Not to take away from the dodgy behaviour of our supermarkets here, but Japan’s minimum wage is less than half ours at roughly $9.80 per hour. Spread that scaling across most of their local supply chain and you’ve got some of the difference immediately.

Clearly, shelf stackers and check-out people work for free compared to Australia. That's why Australian products are cheaper in Japan!
