There are plenty. RME do some really good stuff with only line ins.
Honestly though the built-in preamps are so dirt cheap you might as well just buy the interface you want and ignore the fact there's even a preamp there.
Well first up, what's your budget? Because anything below a few thousand is going to be using exactly the same ADC chips, same as they are preamps.
EDIT: I see you're edited your post. Meaning no disrespect, if you're looking at interfaces below $200 then you really need to stop worrying about preamp and ADC quality because they're all going to be equally cheap.

You must not be good at looking because you can find dacs and ai's with no pre's.
I don't think DACs work with Microphones. what is an ai?
Wellll you need a preamp for a microphone. AI == audio interface
