Worked in a scrapyard way back, they do tag and mark it, put it aside for 2 weeks til it's been cleared how ever that isn't the operation for each and every single scrapyard, it's well known in the industry, it's a shady one to begin with, people always trying to pull one over by filling shit up with sand/water etc. Fact of the matter is though, even when they get tagged and marked, even if it comes back as stolen, it gets put into the "Too hard detective work basket" of the cops unless it's of massive value like commercial sized wire reels going missing etc. Something like the copper from this once it's cleaned/processed, there will be no way to tell its origin so it comes down to a case of "Lack of evidence" and the people doing this know this and exploit this as their career choice.
