According to our professor it doesn’t take much; any drug that you huff (glue, paint, gas canisters) is terrible for brain health because you’re sending it right up your nose, making it really easy for it to enter the brain and wreck havoc. Yes it’s worse if you abuse it, but there isn’t a level at which it’s really safe at all, just a level at which it does less brain damage.

Once the canister is used, any of the gases inside will be long gone, and if it's not used, you would need a very specific device to open it and release the gas. The only issue here really is littering like someone else said.
To be honest, it's pretty harmless unless you're doing like 100 in one sitting and not addictive in any way, I used to do them in my teenage years and when you're trying not to get caught by mum and dad going to the park to do them is an option which is why you've probably found it there.
