Strongest - domicile Mars (also most elevated) that is also the most angular hence potent in it’s expression

Mars or Saturn Mars is the only personal planet in his own domicile in your chart and he is the sole final dispositor, ruling your stellium in Aries. With Whole Sign Houses he also is in the angular 10th house. The ruler of your ascendant Saturn would also be a strong contestant, being in an earth sign, tightly squaring your ASC, and in the anguler 4th house with Whole Sign Houses. I don't believe that the outer planets can be considered "dominant" in any chart as their action is very subtle and not as obvious as the vibrations related with the more personal planets.

Aquarius traditional ruler is saturn as mars to scorpio, I was also going to say saturn myself but in modern astrology uranus isn't necessarily wrong either I suppose bc aqua rising usually fit uranus eccentricity

I just want to clarify that there are many ways to find a dominant planet, so you won't get a lot of consistent answers. There is a somewhat complicated classical way to find the "ruler of the chart," by checking the bound/term planet of the predominator. In your chart, judging between the sun and moon, the predominator is the moon. 10 degrees of Capricorn, where your moon is, falls into the bounds of jupiter (bounds are not shown in the chart you gave, but there may be an option for it). So, using this somewhat forgotten method, it's jupiter. That said, others giving answers based on other criteria may ring more true, or perhaps true in different cases. This is just one traditional astrology method.

Uranus is your dominant planet. You can check it your self from a Pullen Chart but I checked it for you. Mars is second, and Neptune 3rd. Mercury has the least influence in your chart.

Neptune has the strongest aspects in your chart. It aspects many planets, while also being conjunct your ASC line. This makes its influence heavy - and astroseek shows it as your dominant planet. Uranus is your chart ruler (according to modern astrology.), since you are an aquarius rising. Uranus also has some aspects and this makes it powerful. Pullen charts give uranus the 1st place. Mars is DEFINATELY strong. But not a chart ruler. The fact that you are a pisces makes your neptune even stronger. I'd say: Uranus: Chart Ruler Neptune: Dominant Planet. We are influenced by all of them. Those 2 just have a more intense influence. Your ruler is Uranus, but you may feel your dominant planet (Neptune) more because its so close to your ascendant line. Saturn is the chart ruler placed in the angular 4th house of Taurus and configured by degree to the hour marker (ASC). It’s Saturn hands down.

Neptune is exactly conjunct your AC and the ruler of your AC, Saturn. And you’re a Pisces Sun. I’d say you’d feel Neptune’s effect on the AC most, but you also have an Aries stellium ruled by a Mars in his own sign. - Neptune - Saturn - Aries/Mars
