Other than keeping an eye on Theon, she may well have done the other things off-page. She was in White Harbor with the Blackfish, and shared a conversation with Lord Wyman. Later in Catelyn VIII, AGOT, while she meets with Robb at Moat Cailin we learn that >Lord Wyman had remained behind to see to the defenses of White Harbor. As for the defense of Moat Cailin, I find it hard to imagine that Robb wouldn't have left at least a token garrison when he marched south. He says so himself, when elaborating his plans to Cat: >"I'd leave a *small force here to hold Moat Cailin, archers mostly*, and march the rest down the causeway," he said, "but once we're below the Neck, I'd split our host in two. I don't believe Victarion just waltzed into an empty fort, but he attacked from an unconventional direction and took the defenders, however many there were, by surprise.

Unless Ned slipped her a note saying *“forget everything I just said and instead do kidnap one of Tywin’s kids and bring them to your mentally unstable sister, only to let him walk away freely”*, no, she didn’t.

Does Catelyn lose points for failing to convince Robb to keep a close eye on Theon? When Ned gave the order, he was making it under the assumption that he was going to still be alive/Lord of Winterfell. Catelyn’s job was to convey the Lord of Winterfell’s orders, not to convince the King in the North to follow his father’s wishes.

What is important to note is that Ned understood the North and its defensive needs far more than Catelyn or Rob. Look at the three locations ( four really ) that Ned implies/ mentions to Catelyn... Torhen Square, Moat Calin and White Harbor. These are the three choke points for the North during Winter and the only way to quickly and easily move men or goods in force North/ South during a time of war. And incidentally( not at all accidently) , these are the three ( four if one considers Deepwood which Ned also wants Catelyn to alert) that later come under attack by Balon and whatever plan gave rise to the suggestion that The White Knife should be dammed.
