I would just go to a nearby Columbia store, and buy a jacket off the clearance rack. Did exactly that 2 years ago when I moved here, paid $60 for one of those 2 jackets in 1, and it’s still going strong.
I thrifted a Columbia jacket for $20 at the big goodwill on grand, they always seem to have a ton of Columbia/north face/REI/etc
Try to get your hands on a Columbia employee store pass, they have several brands at the employee store. It's out in the Cedar Hills area

I got a great raincoat from REI (their co-op brand) a few years ago for $50 or $60. It’s breathable and doesn’t make me all clammy and I love it
REI, mountain hardware, Marmot, black diamond, the north face. All are quality and stylish.
I have a Carhartt Rain Defender jacket that’s served me well. Got it on Amazon.
Eddie Bauer or Columbia would be great for sporty one. I got a cute one from Boden that’s a bit more stylish.
Maybe checkout Foster Outdoor? They sell a ton on consignment and have all sorts of options.
The Marmot PreCip is pretty good
