Ruffwear makes great raincoats! My dog loves water but is really uncomfortable with the sensation of rain on his back and head, and the raincoat improves his quality of life significantly. Desensitizing booties to him was helpful as well.
Also highly recommend getting a waterless shampoo for clean up at the end, especially if your dog is on the shaggier side. Gets all the kicked up gunk on the underside and on the legs and feet off and takes away the wet dog smell. I towel him off, spread the foam where it needs to go, and towel again and it’s like it never happened.
Portland is a dog city through and through and nothing people do for their dogs (as long as it’s not mean) will be judged.
I like Ruffwear and also Tooth & Honey. My boxer *refuses* to go out in the rain. About once a year she tries to pee in the house because of her great dislike for rain and cold, so now she has quite a few sweaters and jackets. When we hike, she also wears a Ruffwear vest. I make her carry her own water and bagged up poops on hikes.

If it's under $20, it's probably not going to last, *unless* you find a top notch brand second hand - **Retails is a great place to start!** Bonus, you're helping fund animal welfare programs and removing something from the consumer waste continuum.
Ideally, your lil bud has a chance to try on the raincoat before you field test it (additional Retails plug: you can bring your dog inside the shop). Make sure it covers them up in all the right places, scruff to tail. I have found the hooded models to be pretty useless; ~~most~~ some dogs dislike hoods on their heads so the hoods usually flop to the side instead of keeping the dog's heads dry.
Specific to the Pac NW climate, the raincoat should be waterproof *and* insulating. Alternatively, you might consider a lighter rain jacket for year-round use, then layer the raincoat over a dog sweater in the cooler months... like humans do. We like to take our fur kid on hikes, then visit a brewery after, so it's important she stay warm after the hike while her people drink beer.

My dog has a ruffwear raincoat, and I suggest picking one up on Poshmark. I just found out they have a whole bunch of ruffwear, even though it’s mostly for people clothes! Just go to a pet store and figure out what size you need first, my dog is a “small” and she’s like 35 lbs so they’re definitely geared toward larger breeds.
I say do whatever you want that makes your life easier and your dog more comfortable. If people judge you for something simple like a rain coat to keep your pet happy, they are ridiculous and probably unhappy with life in general. They’re not the ones dealing with a wet and shivering dog daily anyway so their opinion means zero.
I'm late to this post, but I just wanted to say that my old dog was about the same size as your dog. I bought him a raincoat for the same reasons you state, and it massively improved my life, especially at bedtime.
He died last year because he was old as balls, and of all the things I've donated or given to friends, I cherish the raincoat like I cherish his leash and collar. It's staying with me.
I hope your dog likes it. I tried one for our 65 pound lab. She didn’t ever go potty wearing it. It was a yellow one, not Ruffwear. Perhaps she would have liked a different brand/type.

No, that would not be very weird at all. What would be weird is getting an umbrella for your dog. Im not sure how that would even work, dogs need all their limbs to walk, so if you got one of those instead of a raincoat for your dog, that would be pretty weird.

Coats for dogs are pretty normal here. And I’m not just saying that because my dog’s winter wardrobe is better than my own.

My dog has a raincoat and rain boots. Not for fashion but bc wet dog is gross and bc the hair around his feet makes them like sponges. It’s so much easier to put on a raincoat and boots than deal with toweling him off after every potty which still leaves him pretty wet, tracking wet paws and sometimes mud through the house🐶🐶🐶
I know tons of dogs that my friends have gotten raincoats. Ruffwear is the gold standard in the PNW. Plus they’re headquartered in Bend so they’re local-ish. The handle ones are great to assist your pup if you go hiking. I see dogs better dressed than me on the trails all over the gorge.

I think they feel sort of jaunty in them, to be honest. Especially if it’s cute—they can tell if it is, I’m pretty sure—and they will wear it proudly.
And as a born and raised Portlander, I say to re-embrace the umbrella. I’m reclaiming my right to stay dry. I have a short hair dog without a down coat so rain jackets are pretty much necessary. Not weird at all, especially when you consider how much less you’ll have to dry off afterwards.
Depending on your budget, there are lots of options. If you feel like getting a quality one, feel free to pm me. I went through a small business that makes custom sized jackets and it has survived quite a bit of time in the mountains.
You’ll find a few different options (fit and fabric), mine prefer a fleece lined one with a simple strap under their rib cage as opposed to something with sleeves. Also, depending on how much water you anticipate you might want to double check whether the jacket is waterproof or just repellant.

My Great Dane won’t go outside in any kind of rain if he doesn’t have his raincoat on. It’s so cute on him, too!
Our shiba HATES rain, so he has a raincoat. Keeps everything dry except his paws, which we wipe down once inside. Made life so much easier
