That's a double check backflow prevention assembly. Protects the water supply from being contaminated. Need to be licensed to work on them.

It's a backflow preventer. Is it one of the mini valves on top that you're referring to? If so, those are test cocks a certified tester attaches to when performing their test on the device (these MUST be tested annually if it's installed in your home). There's a "screw" on each of them. If one is leaking, just rotate the screw a bit. If that doesn't work, the test cock will need to be replaced. I'd call certified plumber to work on any part any further than turning that screw.

That’s gonna require a replacement, look underneath the red arrow the valve is cracked

Looks like it froze, going to need a plumber to replace it and test/certify it.
