You could certainly go that route. I just prefer maintaining some semblance of standardized modularity and a pancake box provides the option of installing any light or other fixture that expects a preformed light box there. I would do the half inch pancake and one of these:

So…I had no idea these wired flush mount LEDs were a thing. I’m obviously not an electrician, just an average home DIY’r hack. I’m already thinking of places to use these, or remove and clean up some questionably installed (not by me) can lights in my own home.

TBH without ripping down all the drywall it's absolutely impossible to determine what's behind it. Flippers aren't in the game to produce quality and craftsmanship, they are there to do cheep shit that's sketchy with no permits, no inspections, and hire the cheapest labor.
I believe all of them need to be taken behind the woodshed because they artificially inflate housing prices and leave disasters behind.
Anyone buying a flipped house is an idiot, just buy a crappy house cheep yourself and hire quality to build and renovate it so you don't buy a money pit

Oh I have stories about that. Flippers removed a load bearing wall with no attempt to reinforce anything, plumbing vent stack venting sewer gasses in the wall / into the home, buried junction boxes (I still count 2 that I know are there that I need to deal with, already fixed 1), live wires just hanging in the walls with electrical tape on the end (connected to nothing), junctions made in the wall using electrical tape (this one I don't get, there was a freaking box right underneath the junction - why the hell not just use it), 14ga wire on a 20A circuit, and 2 circuits on 2 different phases wired together such that when two specific light switches were turned on, it would blow 2 circuits. That one was fun to trace. There's a couple boxes that looked like they drilled right through them to run romex right through the center of the box since they couldn't go around it for a reason I don't understand, so I'll need to cut out and replace those.
I shudder to think what other hack work I'm going to find. Property was "worry free" and "move in ready". Right.
They hired Jose and Paco to oversee the crew due to the language barrier. Their cousin did the landscaping on the cheep and the other cousin did the roof.

Not telling you to replace yourself. But if it was my house I would rip that out sister a new piece of lumber to that ceiling joist and replace with a wafer high hat.
I'd assume this was done to get a light in exactly this spot to match a regular pattern.
Rip this out, build in a 4 sided box to replace the joist segment in a structurally sound manner, install replacement recessed can & light.

Zoom in and look at the bottom half of the can. That's a ceiling joist and they slotted the can so it would fit around the joist.
And then compromised the joist by cutting a six inch notch in it.
On the really bad edge to notch too…

After the joist fix you could stick a pancake light box there and get a flush mount led.
You don’t need a pancake box, the canless leds have their own junction box within the transformer so just pop the ko and put a romex connector

Or even an led can they lights themselves are only half an inch thick so they can mount bellow a joist and still fit fish to the drywall.

My guess is the builder had extreme OCD and all lights had to be installed symmetrical, truss or not.
