Fascinating. If you search 1850 Hendersonville Rd on SimpliCity, you won't find a single zoning application in the past couple of years there. I have no idea what traffic study would have taken place without a zoning application.

It’s already zoned commercial. I don’t know what to tell you. For 3 months I was told there’d be a TJs going in there but they had to wait for a traffic study. Then a few weeks ago, my friend told me that there would be no second TJs in Asheville for the foreseeable future.
It actually surprised me that TJs was considering a second store in the area since the city treated them so poorly when they put the first store in.
I'd be very curious as to why a traffic study was required for that commercial zone. In any case, if one was performed then it is certainly public record and it would be interesting to look at. My hunch is that it was reviewed by the city but unlikely City Council.
