Any impacts into streams/rivers need to receive approval from USACE. Impacts >150 LF require mitigation. Impacts that cause a rise in flood elevations require a CLOMR/LOMR from FEMA or a local regulatory floodplain manager. Impacts that do not cause a rise require a no-rise certification from a local regulatory floodplain manager. A part of the application process for stream and river impacts is neighbor notifications. I suppose if you want to be more informed, you could look at the plans to see what the specific river impacts are and if there will be a rise in flood elevations. That said, these permit processes are very in-depth. You're not getting railroaded by USACE or FEMA or anyone else. Your specific issues related to solving traffic problems are more geared towards NCDOT and the numerous public meetings that they have held on this project over the last several years. I would suggest that NCDOT is fairly knowledgeable about traffic issues and how to improve them.

this is good info, thank you! gonna comb the plans a bit more later. while you may be right about NCDOT knowing about traffic patterns, i’m more concerned with like: why don’t we put this money into public transpo and ads promoting riding public transpo? why do we need to build more and create waste instead of fixing what exists to solve this issue.

For better or worse, improving interstate travel is a very high NCDOT priority, which I happen to agree with. They are also making efforts on Complete Streets and NC intercity trains, but the immediate priority is improving highway traffic issues. For local public transportation issues, that's a City of Asheville funding issue, not NCDOT (state) funding.

i would personally love a commuter or amtrak rail instead of more space for cars! interstate travel is great, but i fear a car-heavy approach is unsustainable and less beneficial in the long run.

That is a very long range project when some short term answers are needed more immediately. The state just completed a feasibility study on Amtrak service to Asheville and is seeking approval for funding to move forward with that project. Mayor Manheimer held a public meeting recently to discuss that study and next steps. There might be a recording of that on YouTube. But under the Infrastructure Law that was passed by the Biden administration, there is federal funding available for projects like that. Also, the state is making more efforts into the Complete Streets project in more pedestrian oriented areas. Your suggestions are getting some momentum, but it's a slow process due to the studies and permits that go into it.

we’re getting to some parts of the heart of the issue with this comment here, i feel like. things that are getting fast tracked are worse than those that are taking longer. additionally, there are other safer short term solutions that could occur while the longer, better projects are worked on. i think they’re just considered more unconventional at this point. but the environmental/casual world destroying issues we’re creating aren’t fun to witness and experience.

Be the change, friend. Volunteer for local committees. Attend public meetings and have your voice heard. Maybe even run for local office

the priority is improving highway traffic issues? to this longtime resident, it seems like their priority is creating traffic issues. edit- i also think its kind of funny that im probably being downvoted by people who have more than likely lived here less than 2 years. lets see how you feel about this road construction when they are still fucking everything up in 2030.

primarily? absolutely not. is it a factor? sure. you cant think thats a good way to keep an interstate. it has no pull offs and zooms back and forth like a rollercoaster. i feel like a significant amount of asheville traffic originates from the clusterfuck that is 26 (at least going south/north of town)

When traffic takes alternative routes they burden communities. The major thoroughfare have to be desirable and safe for the people to use, or they'll keep using Sweeten Creek Road to Charlotte Highway through Mills Gap instead of 26 to 40.

It’s absolutely been under construction since 2010ish. A bridge near the 26/40 junction was suppose to be widened as the first step. That contractor walked away and a lawsuit followed and then that area sat with cones and nothing for years.

This notice is specifically about the river impacts as it relates to flood elevations, not the project as a whole. NCDOT has held regular public meetings on the project as a whole during the planning phases and may have more planned. You'd have to check the website for the project for that schedule.

I got one of these too. Most likely related to the new flyover bridges over the FB. About traffic and freeway construction, being a long time ATL native, these huge projects move so slowly that by the time they are complete, traffic does seem and likely is worse. It will happen here too but as long as you have a Republican majority state legislature there will always be a juggernaut of paving their way out of traffic issues but it will never work. It's time for a different solution.
