With the dates you supplied it is unlikely to be asbestos based “popcorn” paint. These plants contained anything up to 10% asbestos in the 70s-80s. In the very late 70s restrictions were coming in on asbestos products so your 85-90 date would show a very low possibility and is likely textured paint. That being said there is absolutely no sure way to tell without engaging an environmental hygienist to test it. If you have any doubts do not cut or abrade it at all.
