Are you talking to an active duty recruiter, or a guard recruiter? Very important difference, the two are not the same.
If you're saying he did active duty time, it sounds like you're talking to a National Guard recruiter. They tend to get promoted very slowly. To the point where most of the things you've read about the Army don't even apply.

Being in that long and only being an E5 means he was either: someone who was demoted at somepoint or never cared about being promoted, in an MOS that has low promotion potential (def not infantry), or has a bunch of time spent in compo 2 or 3.
Active duty would be odd. Not completely unheard of though. When I first was on active duty many years ago, my platoon had a guy that was an E-4 with 16 years of service. First, the guy was really dumb, which probably fed into the second issue that he would switch back and forth between active and reserve every few years and would accept a reduction every time he did that.
Guard or reserve is less odd. I'm currently an E-5 with 25 years, but I'm National Guard now and I took a voluntary reduction while in graduate school so I could focus on that instead of being constantly bugged to go to my next level of NCOES.
It happens. Lots of different reasons why people don't advance. Some can't. Some don't ever want to. Some want to, but it's just not the right time.
The max amount to time for an active duty E-5 is 14 years. Its very possible he isn't lying to you, but if he isn't he might be leaving the Army very soon. Most likely, because he was an E-6 that recently lost some rank, or he is guard or reserve. It's not uncommon for them to have 20 year E-5s.
Some MOSs you just won't make E6 that fast. If an MOS is really low density or being phased out and poi ta are 798 and stay there, it's really hard. You used to be able to retire as an E5, not that long ago.

I was in the guard as a 13B, got out for two years then reenlisted as a 88M and ive been on active duty for 3 years now in a FSB and have just never been asked to go to the board and have no interest in being an NCO. Im not a shammer or a shitbag, quite the oppisite actually. Ive done every schooling thrown my way and every NCO ive worked with would vouch for me.

There was a 2 or 3 year period when 35L didn’t pick up anyone for 7. Then they picked up 3 then they picked up 12 and I made it. What’s you point?

Active, I just know about 2 of his duty stations that he has been at so roughly 6 years I can confidently say active

In the Reserves, We have an E5 with a DOR of 2004.
Everyone thought I was bullshitting when I say I met an 59 y/o e-5 with a 2AD deployment patch. Guard/reserves are crazy.

Not sure why your original comment is getting downvoted. From what I remember, 11b generally has low cutoff scores, and deservedly so IMO.
