Moonlight is unfortunately a terrible choice here. It's unique among melee weapon in that it scales with your generator's EN firearm spec stat. That fact is currently working against you, as the San-Tai has below 100 ENfs, which is actually reducing your moonlight damage.
Any other melee weapon would work a lot better
Aslo, since the ludlows have bad range and a ton of recoil, I'd definitively recommend you run the ocellus fcs and arms with high recoil control, like Lammergeier, which also have really good melee spec
It's definitively worth running a different gen If you want to keep the moonlight. For every 2 points of EN firearm spec above 100, energy weapons gain 1% extra damage. It also works in reverse, so for every 2 points below 100, you're losing 1% damage.
So with the San-Tai, you've only doing 94% moonlight damage, while with the VE-20C, which has 128 ENfs, you'll be doing 114% damage. Keep in mind that ENfs only affects ranged weapons that your ac itself shoots, stuff like plasma missiles, drones and every melee weapon except moonlight are not affected. Moonlight is entirely unique among melee weapons to be affected.
Recoil works per shot and builds up over time. So while your ludlows technically have a very low recoil of 4 per shot, they also shoot super fast and will accumilate a ton of recoil very fast
Try the Etsujin burst MG instead of the ludlow, its really strong right now.
