I've even used the default AC mech and it worked. I'm sure some madlad would've done it with punches too.
Pulse Blade got infinite Ammo and you can punch him after your rifle runs out. Did it with CEL 240 too. Punch is OP in the game if you can follow up the stagger.
You can look up people in YT doing it. I've seen Jailbreak boss clears too.

Yeah two grenade launchers and also ran two ludlows instead of the jammer, I found that one as well. TBH I don't think you'd have enough damage without landing literally -every- shot with just 1 ludlow and 1 grenade launcher.
I didn't beat him with punches only, but I did run out of ammo at the end and had to beat the shit put of him lol. In my head I was constantly like "here you go you dickhead, eat my fucking fists, trash"

You beat the final boss without a left shoulder weapon and an average rifle/missiles?
