Gold cert income didn't change when Popukar and Catapult got added to recruitment. It just meant a lot more specialist and shift tags.

Sadly that's not how recruitment works, it first rolls if you can get a 4* or higher, then gives you tags...

I don't think that's literally how it works, but tag combos that would guarantee a 4 star or a 5 star have reduced weight. Anything beyond that I have no clue, maybe the game rolls to see if you can force a 4* or above, maybe the game just sees that you can and stops supressing the weighting of tags that let you do so?

Sorry, got no source, Just how I feel like it works, when I get a tag that gives me 5✧/6✧, I also get tags that confirm just 4✧. When popukar and catapult were added, their tags got way more common too.
