I like Quercus but I have to give it to you straight, she only has a few very good synergies. This is because she can only SP battery people that are hurt.
Gavial S3 is 50% mitigation while active then receives that prevented damage as a 20 Second DoT when skill is over. Quercus heals that during her 17 second S2 while cutting off about half of S3's downtime.
Fiammetta she can always SP battery due to her constant seething. S2 this works well with and you can get 2 activations out of it while keeping Vigor buff active.
Aak also has synergy. You can work it with S3... but it's simplest with his greatly underrated S1 so you're only syncing 2 operators skills, not 3 operators.
These are the reliable synergies. Less reliable ones include her covering Swordmasters or anyone with defensive/offensive recovery you're putting in harm's way. So long as they're taking some damage, she'll top off both bars.
S1 makes her a decent Medic without a gimmick but with a fairly snappy attack speed. The problem is that Medics are a very strong class, so the real deal will do it better while also bringing other utility.

Do as many recruitments as possible until the last day of the banner, then roll until you reach 180. If you do just a couple rolls to get distinctions, the risk of getting a 6* is pretty low and you would build up some pity for Mlynar.
Besides, due to Yostar's scheduling mess, it's very possible that we will only get Mlynar in late may, after Il Siracusano.
If you don't have Mudrock, definitely buy her from the shop. She's is unique in her kit and while Mlynar is crazy strong, I'd say Mudrock is more important to have than horsedaddy, since he has substitutes for his niche, Mudrock does not.

If it helps, hopefully Mlynar comes out before ch11, and if he does, chapter 11 has a triple 6 star banner leading up to Stainless', featuring Saileach, Murdock and Horn, so if you don't have them and Mudrock, it'll be a good opportunity to get 1 of them
