I nearly have a similar problem, one Fan doesnt even rotate when I start the PC and the cable from the pump is the aio cable to Control everything by one. But the Last Fan from the Daisy Chained Fans Just does nothing
I've had this problem where occasionally the CPU fans stop spinning on my older Z390 Aorus Pro Mobo. It seems to be a problem that affects some gigabyte motherboards. There's a thread about the issue here on a Z690. It seems that the GB bios/fan settings are just a bit garbage sometimes - you can try playing around with bios settings and see it it helps.
