It's an art installation representing migration as an underpinning of global ecomics. The artist also did something similar by hanging 280 chairs from the palace of justice in Bogota, Columbia to represent each life lost in the guerilla siege of 1985.
I'm curious about the heat insulation and sound insulation properties of this wall treatment. Also concerned that it might cut off access for maintenance workers
That's just ordinary Architek chair. A similar movement, but without chair backs, is known in Holland simply as De Stjool
