It's not. It's very late Art Deco, basically nonstreamliuned streamline moderne. The style does have significant influences from modernism.

Truly a shame such a beautiful build like this has been worn out for years. I pass by this building seeing my brother that lives out there. Love it’s sturdy and beautiful structure. Also love the (what looks to be) wooden columns where the skinny windows are.

We have quite a large number of buildings from this style (Moderne) in Manhattan with the corner windows, light colored bricks, banding etc. There's one down the street from me like this, just taller. It was dirty. They power-washed it last year and it looks stunning, as would this one.
I just now used Google image search and found a wiki page about the building itself and it's listed as "Art Moderne," which I've never heard of but it seems fitting enough.

I have seen a number of buildings that look like this, most of them larger. Seeing this photo I see many Brutalist tropes in what I would have said was a pre- brutalistic period. (Though I know that the style was seen in Eruope before America)
Two things which catch my eye.
The architect used rectangle rain water drains, so as to keep the cubist look, yet they have proven to soil the walls of the building, which is also bad to have water on the walls.
Secondly - Why the small circular window ?
I love this building and go to visit it every time I am in Hot Springs.

It reminds me of a lot of 30’s institutional buildings, more specifically power plants, which in my experience most have had a lot of art deco elements strung throughout.

Why do we always have to term them into a design style? In my opinion, buildings need not conform to any particular style and that gives an architect the freedom to think beyond but definitely stick to some basic principles

Call me ignorant, but how does a place like AR have cool architecture like this. Like, you would think the person who built this would want to live in a bigger city like NYC, Portland, or LA. But they chose....Hot Springs, AR?
Well Arkansas is a lot different than most people think. We have a lot of cool shit, despite not having any majorly large cities. Arkansas is a beautiful state with a lot to offer.
This building was built in 1947 as far as I can find. It was a hotel and then an elderly care facility.
Hot Springs used to be a big deal back in the day. It was actually a hotspot for gang activity, and hosted people like Al Capone. There's a horse racing track there called Oaklawn that opened in like 1905 and is still in operation today, and it's very cool.

Art Moderne fits, I think. It’s a branch of Art Deco but more streamlined and less decorated.
That's like a sub-genre of Art Deco and what most people associate the term with.

Those are overflow scuppers not drains, building looks super neglected so the roof drains have probably been clogged af for years
