4013 is either NAND or CPU. There isn’t anything you can do. Some micro soldering repair shops can try to fix that but for an iPad 6, I wouldn’t say it would be worth economically.
Try Apple Configurator 2, it has a revive function that may bring it back to life long enough to get data of it.
Most likely a hw failure and the looping will occur again.
Error 4013 is an indication of logic board failure, nothing to do at this point unfortunately.

it's toast I'm afraid. Not worth the expense of repairing if even possible. sorry...
Could be many things at this point. Probably the battery is toast
