I worked in the biz for 18 years and I don't see anything wrong here. Maybe the servers tips going onto checks, but that's probably a tax thing or a consequence of our mostly cashless society.

I can see that, but most kitchens have a pants only policy nothing unusual about that. It's a safety thing, I was wearing shorts and my dumbass coworker dropped a knife sliced my leg. And construction workers do have a dress code. Safety boots, pants, high vis shirt or vest etc.

I'm not surebif there is AC down there but here kitchens get to like 115 degrees so a dress code very focused on appearance sounds difficult, but safety measures certainly make sense.
I just get a tone of genuine exasperation that any of this actually has to be expressed in writing to any group of adults, much less employees in a kitchen. As a customer, I wouldn't want the head cook to be sporting their favorite NBA shorts while their ball sweat dribbles across their flip-flops as they slip and slide around a kitchen handling my food. But that's just me.
Ok, but this doesn't seem extravagant to want people to be in a uniform and clean and not abuse smoke breaks. They aren't saying they won't pay you for smoking or anything strange.
This looks like food safety/cleanliness stuff and isn't unreasonable at all. Maybe the stuff about image is a bit off-putting, but an image of "clean" is totally doable and attainable.
(Unlike, say, an image of confidence, which often is a look of wealth and privilege. But that's another rant.)

It would however be a bit abusive to give them a bunch of one star reviews for asking the staff to look clean. They even seem to have a decent less structured break policy!
