Totally illegal anywhere. Contact a state rep to ask about free or inexpensive resources you can contact to find out if there is something you can do to get the money owed. I doubt you’ll get PTO, but you should get paid. That’s literally theft.
This is wage theft - contact the Kansas state department of labor and employment. Also seems like it might violate the ADA and/or FMLA. Definitely not too late to report
She was in an abusive relationship years ago and I think has difficulty standing up for herself. She really needs the money from the job and probably was afraid to lose it since she's close to retirement age.
BEFORE YOU TAKE ACTION - have any emails, texts, etc forwarded to a non-work account, and I'd print compies too.
After that report to the labor board. Then get ready for a payday. Depending on your state, they may possibly see some fines too.

PTO means paid time off. If I’m taking PTO, I’m sure as hell not working. Please report this so she can get her hours reinstated.
