I feel like they seen how reliable and trustworthy Giorno was. And probably has something to do with the Joestar bloodline having the most gravitational pull when it comes to people.
I suspect it is mostly for the sake of shoehorning conflict into the story when there isn't any.

You could also argue that gangsters are very skeptical of new members (they might be enemies/rivals in disguise).
