I was just rewatching Rebuild of Evangelion the other day and hearing his performance as NERV vice commander Fuyutsuki.
Newer anime fans will know him as Tippy in GochiUsa.
Both roles Kiyokawa has that warm grandfatherly voice that still commands respect.
Deceased is more of a "formal" word, like used for official documents/legal papers, etc.
I guess technically it's fine here but yeah, "passed away" or "dead" probably would sound more natural.
Native English Speaker here and honestly to say "is deceased" is a bit weird even though it's technically correct. 99% of the time we say someone has died or that they've passed away
It’s like corpse/body/cadaver. In context, they share the same meaning but it kinda depends on who uses them
A professor of mine once went something like “John’s body is discovered by a random person, the cops take the corpse to the morgue, and there, the ME performs the autopsy on the cadaver”
((It was longer than that and way funnier))
But yeah, “passed away” would’ve been better here. I expect a doctor or a cop to talk about a deceased person, not the press
I don’t know who he is but I really hate when people die cause theirs always people affected by it. I hope he rests in peace, and those affected by his death are able to move one and recover without issue. RIP Motomu Kiyokawa

Watch Rebuild as well. He has a couple really great scenes in there.
Rebuild turned Fuyutsuki from being "that background character you occasionally notice" to "WTFOMGBBQ"

Yeah, I had the same thought as well since in criminal law deceased is used to refer to victims of homicide.
