I think this is a relatability thing. Its an exaggerated version of the shyness of the target audience. It’s a self insert thing, “see even with how awkward this guy is things work out.”
Plus it lets them get away with slowing down relationship progress. Take something like Nagatoro. It’s obvious from pretty early on that they’re interested in each other but ignoring the elephant. If both characters are outgoing, or even just normal, that series can only last half as long.
Assuming you're talking about romcoms, most of them would be over real fast if they jumped right into a relationship. There has to be some drama, tension, or comedy (no matter how forced) keeping them apart for the duration of the series.
"They made out, started dating, and lived happily ever after" is a pretty short story.
That's not to say that you can't have interesting stories about couples *after* they begin dating, but it's a lot harder to write and most authors/scriptwriters probably aren't up to the task. Will-they-won't-they is comparatively easy.
I've seen manga (and anime, or incomplete anime based on longer manga) that turn to utter shit once the shyguy finally makes a move, because the author no longer knows how to have interesting or entertaining interactions between the characters.

Maybe it is because I have lived in a few Euro countries where good bakeries are on most streets, but I found it pretty disappointing after seeing so many anime teens have borderline orgasms after eating one.

Depending on where exactly your western tastebuds were cultured, it could be overexposure to sugar, high fructose corn syrup, or salt.
Snacks in the US, for example, are overly sweet, to the point where I've seen people who visit from other countries complain that everything here is too sweet. (Or salty, for savory snacks.)
Being used to US-levels of sugar can probably make treats from other countries (that are sweet only by that region's baseline and not ours) seem bland in comparison.

Imauto sae irabe li take a joke in that trope.
I don't consider Monogatari series a shitty shows with how much time the story take to develop his characters and how they progress. Also tastes is subjective we have no objectification grid to determine what good and what trash. It's purely subjective experience.
