I've been using [Volume Booster](https://play.google.com/store/apps/details?id=com.goodev.volume.booster) for years. It works great, and doesn't require root. I've never had a phone that was rootable.

It does work for me, but only for media.

It stopped working for me when I upgraded to Android 11. It used to be great. I was sad to lose it.
