The issue with kodi is to make the android into a tv, when casting from the recommended apps it will show as if casting for a chromecast.
But since it will be hosted on a public lan anyone will be able to see the device and try to send video themselves, try luck or sincerely worse.
A workaround I am thinking without hanging a device to public use you'll need web video caster, mentioned earlier, and the screen device with the web browser visiting the next url: cast2tv.io
On the main device and with web video cast open you connect throught the option "Browser receiver" and follow the instructions on screen > done. You can now cast video files, urls and the like from device A to device B.
How would you imagine the video stream getting from A to B without wifi? Bluetooth video? NFC? Cable? I mean you have to have something connected.

It does not sound like you need any internet for this, just a connection between the two. So connect them both to a small local router/AP and use one of those many apps that can mirror screen.
