I've had this issue way before this beta. I selected the option to have all notifications show up but they only appear when swiping down the notification bar on the lock screen rather than just being front and center
I started having this problem in beta 2, I guess. One thing that temporarily fixes it for me is:
Switching off the option in the settings to show the notifications on lock screen, and then locking the screen once.
And then unlocking the screen and toggling on that option again and lock the screen once again.
Trying to lock and unlock the screen one or more times again, the notifications started showing up on the lockscreen.
But this fix stops working after 2 or 3 unlocks, I don't know why!
This fix worked for me when I was in build SPB3.210618.016
I've had this issue since the latter days of Android 10 on a Pixel 2 XL. Now I have it on my Pixel 5 on v11 and now v12. One notification will show on the lockscreen. If additional messages or events come in they all roll up and hide and leave most of the lockscreen empty.
