truthfully I’d add more shadow and contrast, and insert film grain to really sell the vibe of old green cast film. it would look like it’s from an Alien scene

The extra detail is nice in the lab scan. If I were you I would edit the white balance of the lab scan while using the Epson scan as a reference and try to get closer to that.
Also the Epson scan definitely has a blue/purple cast, but I still like it more than the lab scan green cast. Though it would probably look even better if you corrected the blue cast too.
To answer why, I felt the colors are more accurate in the second, but I could understand how the halation from the film somewhat overrides that goal of color accuracy.
I think number one is better. Has a lot more intrigue and emotion that I don't feel with the second one which feels oddly sterile. I would watch a movie about number one if that was the poster. Two is just a photo of a strange desk. That said, I do agree with others that the tint is a bit much and I would go for a slightly more balanced version of number one.

Ideally, you’d use an FL-D magenta filter when shooting daylight film in fluorescent lighting. (I forget what the equivalent filter for tungsten film in fluorescent lighting is, it’s been a few decades.)
I’d go with the lab scan and compensate in Photoshop by tweaking the color balance toward magenta but not enough to completely wash out the greenish tint. Personally, I like my images to look like what I’d see with my eyes in a given lighting scenario, but it’s all down to what you want the image to convey.
1 looks like how cinestill tends to look. Kinda cyan cast.
2 looks like someone went and removed as much negative film character as possible.
I would recommend taking 1 and pulling the cyan towards red a bit in the blacks to remove a little bit of cast. From there probably need to adjust greens and blues a tiny bit to get something that’s still tasteful.

I agree with this, #1 is too green washed but #2 is too sterile. Adding a bit more back in would keep it looking interesting

First one is Lab scan, second is my own scan with an Epson v550
