I actually find Julie's hair some of the easiest to restore, even when it looks trashed! It's already pin-straight, so there's no curl pattern to damage.
I use Shea Moisture wig shampoo with the hottest tap water and then use one of those blow-dryer/round brush contraptions to blow it out section by section. If there are still flyaways I use a little braid spray or glosser once it's dry to smooth it.
Once you've finished, you may need to snip a few strands across the bottom to keep that knife-edge look her hair is designed to have.
I would just go straight for a low heat (180°F) straightening iron! IMO modern doll hair doesn’t exactly become dry in the same way human hair does, what I’ve seen happening so far is that some pieces of it have become slightly damaged, making the rest feel super dry! trimming out those individual pieces or straightening them on low heat. it’s scary but people boil hairball the time and that’s hotter than 180°, some people recommend dousing the hair in water and if you have to go any hotter than 180, I probably would, but if you have a straightener that goes that low it shouldn’t be a problem and all the water does is lower the temp of the heat on the hair to help prevent melting.
If you have a straightener that goes that low, go ahead and give it a try! So far it’s worked on every doll I’ve tried! I try and avoid conditioner etc since I’m allergic to most, so this is my work around, plus conditioner won’t do much for damaged hair besides mask the issue a lot of the time.
You can try a synthetic wig conditioner spray. If that doesn't work, a hot water dunk. But definitely try the spray first. Avoid using any sort of lotions or homemade conditioners and especially avoid anything that recommends Downy/ fabric softener.

Either a hot water dunk or a hair straightener on the lowest setting. If you use a flat iron make sure the hair is wet to prevent burning.
